Over the past fifteen years, France has strengthened its regulatory framework for professional equality. Equality between women and men was made a «Major National Cause» in 2017, and the decree of July 13, 2024 extended the obligation of transparency to local authorities. In this context, the Regions, which employ nearly 97,000 agents, must set an example.
The study highlights the efforts made by the regions to structure their HR policies. These commitments are not simply a matter of complying with legal obligations, but reflect a desire for innovation and continuous improvement within regional administrations.
The study conducted in partnership by Eurogroup Consulting and French regions provides a comprehensive overview of the policies implemented by the regions to promote professional equality.
Whereas until now only isolated actions were highlighted, this analysis for the first time takes stock of all regional initiatives. Thanks to the collective momentum generated by Régions de France, the Professional Equality Index and data from Human Resources Departments, the report highlights all the strategies deployed.
Gender equality in the workplace: concrete commitments
The Regions play a key role in promoting professional equality, not only as public players but also as employers. With almost 97,000 employees, they have implemented ambitious HR policies.
Numerous actions illustrate this concrete commitment: creation of networks of equal opportunity advisors, setting up specific budgets for salary catch-up, dedicated training for managers and adoption of precise monitoring indicators to measure progress.
