But in a tight budgetary context, we still need to identify the levers that will make these modes of transport truly attractive.<\/p><p>In a few pioneering conurbations, free public transport has begun to take hold. But under what conditions? Is it really compatible with the \u00absupply shock\u00bb called for by the French government?\u2019<a href=\"https:\/\/www.utp.fr\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Union des Transports Publics<\/a>\u00a0? Its main sources of funding are\u00a0<strong>public budgets, tax revenues and other government funding sources.<\/strong><\/p><p>Today, the subject is making its way into public debate in France. Since last December, residents of the M\u00e9tropole de\u00a0<strong>Montpellier<\/strong>\u00a0benefit in turn. This transformation of the model prompted a number of political reactions on a national scale, and gave a new dimension to the subject of free public transport. Today, the model of free public transport, which can be either total or based on criteria (place of residence, age, etc.) depending on the choice made by the metropolis concerned, has become the norm in France.\u00a0<strong>a dozen conurbations with more than 100,000 inhabitants.<\/strong><\/p><p>From\u00a0<strong>Dunkerque<\/strong>\u00a0in 2018, with others following suit. So, good or bad idea? What are the keys to success and anticipation in this transition to free service?<\/p><\/div><\/div><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-7fca7baa e-con-full e-flex e-con e-parent\" data-id=\"7fca7baa\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-51a83577 elementor-widget elementor-widget-text-editor\" data-id=\"51a83577\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h3 style=\"padding: 0px; margin: 0px; clear: both; color: #161616; font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-size-adjust: none; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-variant-emoji: normal; font-stretch: normal; font-size: 28px; line-height: 34px; font-family: Montserrat, Helvetica, Arial, Verdana, sans-serif; letter-spacing: normal;\">Arguments<\/h3><hr size=\"2\" width=\"100%\" \/><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><div class=\"vc_row wpb_row vc_inner vc_row-fluid vc_custom_1713433399274\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><h5><br \/>Supporters of free access<\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><p>By making public transport totally or partially free of charge in their conurbation, political decision-makers bring a number of arguments to bear:<\/p><\/div><\/div><div class=\"standard-arrow list-divider bullet-top\"><ul><li>Ecological, since the aim is to limit car use and road network saturation by promoting sustainable mobility.<\/li><li>Health, by improving air quality<\/li><li>Social equity and access to mobility for all<\/li><li>And economic appeal to revitalize town centers and their image<\/li><\/ul><p>\u00a0<\/p><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_inner vc_row-fluid vc_custom_1713433415672\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><h5>The opponents<\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><p>In response to agglomerations that have come out in favour of total or partial free public transport, several political figures such as Val\u00e9rie P\u00e9cresse (President of the French\u00a0<a href=\"https:\/\/www.iledefrance.fr\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">\u00cele-de-France region<\/a>\u00a0and President of\u2019<a href=\"https:\/\/www.iledefrance-mobilites.fr\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Ile-de-France Mobilit\u00e9s<\/a>) and Bruno Bernard (President of\u00a0<a href=\"https:\/\/www.grandlyon.com\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Metropolis of Lyon<\/a>\u00a0and President of\u00a0<a href=\"https:\/\/www.sytral.fr\/\" target=\"_blank\" rel=\"noopener\">Sytral Mobilit\u00e9s<\/a>) have voiced their opposition. This is essentially based on a\u00a0<strong>scepticism about a model considered unsustainable and difficult to finance<\/strong>\u00a0to maintain a high level of service performance. On the other hand, it has to be said that, in many respects, customers' real expectations are based on\u00a0<strong>quality of service, rather than free.<\/strong><\/p><p>So, is it really necessary to finance the implementation of a free service that does not correspond to the real expectations of users? How can we ensure its long-term financing?<strong>\u00a0without downgrading other public services<\/strong>\u00a0? How to finance\u00a0<strong>network upgrades and extensions<\/strong>\u00a0in the absence of these revenues? How can we finance\u2019<strong>increased supply required<\/strong>\u00a0to guarantee a high level of service?<\/p><p>\u00a0<\/p><\/div><\/div><\/div><\/div><\/div><\/div><hr \/><p>In Le Monde in 2023, economist Yves Crozet asserts that service levels take precedence over free service. Subsequently, the implementation of tools to monitor attendance levels\u00a0<em>(e.g. counting cell, sensors, etc.)<\/em>\u00a0is essential to adjust the transport offer in line with demand and avoid a deceptive effect. Preventive measures to combat incivility\u00a0<em>(e.g. video surveillance, presence of security guards)\u00a0<\/em>will be necessary in order to guarantee a quality of service that lives up to users' expectations, since free access makes it easier for everyone to use the network, including malicious persons.<\/p><\/div><\/div><div class=\"vc_empty_space\">\u00a0<\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><h5><strong>Economical<\/strong><\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><p>An assessment of the financial costs related to the loss of revenue from fares is essential in order to\u00a0<strong>determine the level of sustainability of the business model envisaged.<\/strong>\u00a0This loss of income will be accompanied by changes to the tax model\u00a0<em>(e.g. loss of VAT deduction)\u00a0<\/em>and will have to be offset by potential alternative sources of financing.\u00a0<em>(e.g.: public-private partnerships, property tax increases, increased company contributions through mobility payments, etc.).<\/em>. A medium-term vision of the investments to be made in the coming years to maintain, modernize and even extend the network is essential to guarantee the long-term sustainability of the model (<em>it is often on this point that the main conurbations give up the choice of free travel)<\/em>. In addition,<strong>\u00a0anticipating the financial cost of an increase in supply<\/strong>\u00a0in response to a potential increase in demand is also a key factor to consider if the model implemented is to be robust and successful over the long term.<\/p><\/div><\/div><div class=\"vc_empty_space\">\u00a0<\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><h5><strong>Contract<\/strong><\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><p>Contractualization and definition of the responsibilities of project stakeholders\u00a0<em>(e.g. Mobility Organizing Authority, transport operator, infrastructure manager, companies working on the network, etc.).\u00a0<\/em>is the first thing to do. Thereafter, the\u00a0<strong>setting up monitoring indicators to assess impact<\/strong>\u00a0is essential in order to react quickly and make any necessary adjustments.\u00a0<em>(e.g.: measuring regularity\/punctuality and quality of service)<\/em>. In the absence of revenue incentives from passengers, other forms of financial incentives could be explored to encourage transport operators to attract new passengers, notably by\u00a0<strong>remunerating them on the basis of the performance of their offer and the quality of their service.<\/strong><\/p><\/div><\/div><div class=\"vc_empty_space\">\u00a0<\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><h5><strong>Steering &amp; Communication<\/strong><\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element\"><div class=\"wpb_wrapper\"><p>A large-scale communication campaign is obviously essential, but it must be coordinated with\u00a0<strong>the implementation plan, which sets out the main stages of the project<\/strong>, This is particularly important in the event of a gradual transition to free travel. A massive, relevant communication campaign\u00a0<em>(specifying the criteria for free travel, the scope of the network concerned, and any adjustments made to the offer)\u00a0<\/em>will\u00a0<strong>rapidly benefit from the expected gains in visitor numbers<\/strong>\u00a0provided that the other three prerequisites (technical, economic and contractual) are met.
