Social protection expenditure in Europe represented 26.2% of EU GDP in 2007, equal to 6,521€ per capita. However, there are wide disparities between member states which reflect differences in living standards but also illustrate the diversity of national systems of social protection and demographic structures, economic, social and institutional characteristics of each country. The welfare systems in Europe are now facing similar challenges: aging population, rising inequality and exclusion, funding problems. All countries are obliged to implement reforms aimed at streamlining systems through control of spending, the strengthening of controls, the refocusing of services on the poorest and the development of voluntary schemes.
Our contribution in this context of change is based on multiple levels of intervention such as improvement of “citizen relationship management”, improvement of the effectiveness and operational efficiency of social protection organizations through organizational and operational redesign, support for the personnel aspects of ongoing reforms, concerning for example the accountability of managers of the different organizations and the repositioning of civil servants at the heart of public performance.
